Notice for Public Comment - Capital Fund Program Five-Year Action Plan (2022-2026)
The Guam Housing and Urban Renewal Authority (GHURA) is seeking public comment(s) on the Authority's Capital Fund Program (CFP) Five-Year Action Plan (2022-2026) for the Public Housing Capital Fund Program. The CFP 5-Year Actin Plan outlines Public Housing capital improvements. Copies of the Plan is available for public review at the following locations, Monday through Friday from 8 a.m. to 5 p.m. (except on holidays).
Notice to the Public - Opening of Public Housing AMP3 and AMP4 Wait Lists
Effective Friday, April 1, 2022 at 8:00 a.m. Chamorro Standard Time (ChST), the Guam Housing and Urban Renewal Authority (GHURA) will open its wait lists and accept online pre-applications for the following Public Housing Program Asset Management Property (AMP) Sites:
- AMP 3 Site Base – Units are located in the following villages:
- Hågat (formerly known as Agat), Humåtak (formerly known as Umatac),
- Malesso’ (formerly known as Merizo).
- AMP 4 Site Base – Units are located in the following villages:
- Dededo, Toto.
Transfer of Property to the Government of Guam
The Guam Housing and Urban Renewal Authority (GHURA) hereby notifies the public of its intent to transfer the properties listed below from GHURA to the Government of Guam. The Department of Housing and Urban Development (HUD) provided grant funds for the construction of the Sinajana and Hågat Community Centers under the former Urban Renewal Program, funds subsequently converted to and now administered as Community Development Block Grant (CDBG) funds. Opening of Guam Elderly (Guma Trankilidat) Wait List
Effective Monday, January 3, 2022 at 8:00a.m. Chamorro Standard Time (ChST) through Friday, February 4, 2022 at 5:00p.m. (ChST), Guam Housing and Urban Renewal Authority (GHURA) will open its wait list and accept online pre-applications for the Guam Elderly (Guma Trankilidat) Multifamily Housing Program.
Opening of Section 8 Project-Based Wait List for Elderly Families Only
Starting 8 am December 6, 2021 through 11:59 pm January 31, 2022, the Guam Housing and Urban Renewal Authority will be accepting pre- applications for the Project-based Voucher (PBV) Program for Elderly families. GHURA will open its waiting list for the purpose of filling vacancies of one- and two-bedroom rental units at the Summer Town Estates in Dededo. Pre-applications will only be accepted on-line.

Program Year 2021 Proposed Use of CPD Funds
The Guam Housing and Urban Renewal Authority (GHURA) announces the use of $4,476,268 in U.S. Dept. of Housing and Urban Development (HUD) Community Planning and Development (CPD) funds – Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Solutions Grant (ESG) – for the projects listed below. The community will note that no new projects were solicited for PY21. Guam will prioritize the full amount of PY21 CPD funds to previously approved projects to facilitate their successful completion.
