Effective Monday, April 3, 2023 at 8:00 a.m. Chamorro Standard Time (ChST) the Guam Housing and Urban Renewal Authority (GHURA) will open its wait list and accept online pre-applications for Public Housing Program AMP1 and AMP2 Site Bases.

The Guam Housing and Urban Renewal Authority (GHURA) is requesting public comment regarding the proposed Substantial Amendment to the Program Years 2019, 2020 and 2021 Annual Action Plans and the reprogramming of EMERGENCY SOLUTIONS GRANT (ESG) funds from an approved project to an on-going project.

The Guam Housing and Urban Renewal Authority (GHURA) is anticipating the availability of an estimated $5,002,837.00 in Community Planning and Development (CPD) funds to be available from the U.S. Department of Housing and Urban Development (HUD). Eligible government agencies and non-profit organizations and other organizations are invited to submit proposals that address the priorities and goals identified in Guam’s Consolidated Plan Priorities and Goals for 2020-2024. Submissions will be reviewed for activities to be selected for funding in the Program Year 2023 (PY2023). The priorities and goals set forth in Guam’s Consolidated Plan for supporting low-and moderate-income populations through the creation and preservation of decent housing, sustainable living environments, and economic opportunities identified within this five-year term, will be addressed through proposed projects submitted by GHURA to HUD in Guam’s Annual Action Plan for Program Year 2023 (October 1, 2023 - September 30, 2024).

Guam Housing and Urban Renewal Authority (GHURA) continues to strengthen families and build
communities by providing affordable housing as identified in Guam’s Consolidated Plan 2020-2024. GHURA
is seeking to purchase multi-family properties for use as affordable rental to low/moderate income families.
