Notice for Public Comment and Public Hearing - Revision to the Admissions and Continued Occupancy Policy

The Guam Housing and Urban Renewal Authority (GHURA) is seeking the public’s comment on the
Authority’s revised Public Housing Admission and Continued Occupancy Policy (ACOP). The ACOP is
the policy governing the administration of the Public Housing Program. There have been recent
changes to the ACOP; copies of the ACOP are available for public review by appointment only,
Monday through Friday, from 8 a.m. to 5 p.m. (closed weekends and holidays), at the following
locations:
  • GHURA’s Main Office: 117 Bien Venida Avenue, Sinajana, Guam 96910
  • AMP Site Bases (Public Housing office locations):
    • AMP 1 - 23 Calle Paquito, Toto Gardens, Toto
    • AMP 2 – 10 JC Rojas Circle, Yona
    • AMP 3 – Pagachao Drive, Agat
    • AMP 4 - 27 Doni Lane, Toto Gardens, Toto

Program Year 2021 Proposed Use of CPD Funds

The Guam Housing and Urban Renewal Authority (GHURA) announces the use of $4,476,268 in U.S. Dept. of Housing and Urban Development (HUD) Community Planning and Development (CPD) funds – Community Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and Emergency Solutions Grant (ESG) – for the projects listed below. The community will note that no new projects were solicited for PY21. Guam will prioritize the full amount of PY21 CPD funds to previously approved projects to facilitate their successful completion.

Notice to the Public - 2021 LIHTC Qualified Allocation Plan (QAP) and Application

The Guam Housing and Urban Renewal Authority’s (GHURA’s) 2021 Low Income Housing Tax Credit
(LIHTC) Program Qualified Allocation Plan (QAP) and Application are now available. The QAP
describes the basis that GHURA will use to allocate LIHTC Program credits. A total of $6,660,957
($3,245,625 issued on October 26, 2020 under Rev. Proc. 2020-45 for the 2021 allocation period,
$3,217,500 issued on November 18, 2019 under Rev. Proc. 2019-44 for the 2020 allocation period, and
remaining tax credits from the 2019 allocation period in the amount of $197,832) is available for the 2021
program year.

Notice to the Public - Summary of Public Housing Waivers

On May 4, 2021, the U.S. Department of Housing and Urban Development (HUD) issued Notice PIH 2021-14 (HA), REV-3, COVID-19 Statutory and Regulatory Waivers and Alternative Requirements for the Public Housing Program, Housing Choice Voucher (including Mainstream and Mod Rehab), Indian Housing Block Grant and Indian Community Development Block Grant programs, Suspension of Public Housing Assessment System and Section Eight Management Assessment Program, Revision 3.

This notice extends the period of availability for the Public Housing waivers, which is in most cases extended to December 31, 2021.  Other waivers have unique dates, such as the period of availability, which are dependent on GHURA's fiscal year end date or based on a specific action or activity.

Public Announcement - Opening of Section 8 Project-based Rental Housing Program (Summer Town Estates) Wait List - 2 bedroom units only

Starting June 28, 2021 through July 30, 2021, the Guam Housing and Urban Renewal Authority will be accepting pre-applications for the Project-based Voucher (PBV) Program for Elderly families. GHURA will open its waiting list for the purpose of filling vacancies of two-bedroom rental units at the Summer Town Estates in Dededo.  Preapplications will only be accepted on-line.

Notice to the Public - Closing of Public Housing (AMP3) Wait Lists

The Guam Housing and Urban Renewal Authority (GHURA) announces the closing date for the Public Houusing Program AMP3 Wait Lists on Friday, April 30, 2021 at 5:00 p.m. (ChST).  This Announcement covers the closing of all the AMP3 unit bedroom sizes two (2) through five (5) bedrooms, and the 1-bedroom units in the Agat and Merizo Elderly Housing.

NOTICE TO THE PUBLIC - Use of Emergency Solutions Grant Allocation under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act)

The Coronavirus Aid, Relief, and Economic Security Act (CARES Act) provides $4 billion in supplemental funds under the U.S. Department of Housing and Urban Development's (HUD) Emergency Solutions Grant-Coronavirus (ESG-CV).

Guam received a second allocation of Emergency Solutions Grant-Coronavirus.  GHURA will use these funds for activities to address COVID-19 related community needs and to assist Guam's low-income families and most vulnerable citizens.

Notice to the Public - Opening of the Wait List for Public Housing AMP4 Site Base

Effective Saturday, May 1, 2021 at 8:00 a.m., through Monday, May 31, 2021 at 5:00 p.m.,
Chamorro Standard Time (ChST),
the Guam Housing and Urban Renewal Authority (GHURA) will
open its wait list and accept online pre-applications for:
  •  AMP 4 Site Base: 3-, 4-, 5-bedroom units only; Units are located in Dededo, Toto
Interested applicants must log on to the GHURA website at www.ghura.org to submit an online preapplication.
HARDCOPY PRE-APPLICATIONS WILL NOT BE ACCEPTED.
