Notice to the Public - Opening of Public Housing AMP4 Wait List
Effective Friday, March 20, 2026 at 8:00 a.m., Chamorro Standard Time (ChST), through Friday, April 3, 2026, at 5:00 p.m., Chamorro Standard Time (ChST), the Guam Housing and Urban Renewal Authority (GHURA) will open its wait list and accept online pre-applications for:
- AMP4 Site Base: 1 (elderly/disability), 2-, 3-, 4-, 5-bedroom units; located at Dededo and Toto Gardens
Notice of Waiting List Opening - Public Housing Program AMP3 (Southwest Site-Base)
Effective Monday, March 23, 2026, at 8:00 a.m. (ChST), the Guam Housing and Urban Renewal Authority (GHURA), Asset Management Property III (AMP3) will open its wait list and begin accepting online pre-applications for the Public Houisng Program. This announcments covers the opening of the AMP3 unit bedroom sizes:
- Agat, Merizo, Umatac (2-5 bedroom units)
- Agat and Merizo Elderly (1 bedroom units)
Notice to the Public - Available for Public Review & Comment - Guam's Consolidated Annual Performance and Evaluation Report (CAPER) for the Program Year 2024
The Guam Housing and Urban Renewal Authority (GHURA) announces the availability of Guam’s Program Year 2024 Consolidated Annual Performance and Evaluation Report (CAPER) for public review and comment. In accordance with 24 C.F.R. § 91.520 this performance report includes the performance activities described in the Program Year 2024 (PY2024) Annual Action Plan (AAP) or other concurrent activities with Guam’s 2020-2024 Consolidated Plan.
Opening of Section 8 Project-based Voucher Wait List
The Guam Housing and Urban Renewal Authority will be accepting pre-applications for the Section 8 Project-based Voucher (PBV) Program for elderly families starting Monday, 12/1/2025 at 8:00 AM (ChST) through Wednesday, 12/31/2025 at 11:59 PM (ChST). GHURA will open its waiting list for the purpose of filling one-bedroom rental unit vacancies at the Summer Town Estates in Dededo. Pre-applications will only be accepted online.
Request for Proposal No. OPA-RFP-26-001 Independent Financial Audit Services for GHURA
The Public Auditor is soliciting proposals from a U.S. Certified Public Accountant firm for an audit of the Guam Housing and Urban Renewal Authority (GHURA) for Fiscal Years 2026, 2027, and 2028, subject to the availability and certification of funds from fiscal year to fiscal year, and with an option to renew for one (1) additional fiscal year, with the approval of the Public Auditor. Required audit reports include a report on the financial statements and reports on internal control and compliance.
